I ended up disconnecting the stage 4 filter but still I couldn't unscrew it. Finally I found a helpful hint from internet and used a blow dryer to heat the housing cap and was able to unlock it

So i ordered a couple of generic RO membrane housings and this wrench. I primarily bought it to open my older membrane housing, but this wrench was supposed to be for my new housing as well. So what i did was check my housing and it has 13 ridges, this wrench has 13 notches. So i thought most would make the housing the same diameter, but no, the generic ones are just slightly smaller and slips. I'm not faulting this wrench as it's an Apec wrench. But just a warning to those who bought generic cheaper RO membrane housings this wrench wont work.

You definitely need this tool to remove the smaller filters. A little pricey but it gets the job done..
